| The Program for Biosafey Systems (PBS) is a partnership program sponsored
by the U.S. Agency for International Development (USAID) and managed by the International Food Policy
Research Institute (IFPRI). In collaboration with its partners in Africa and Asia, PBS
"addresses biosafety through an
integrated program of research, capacity development and outreach." Jeff Stein, PBS Biosafety Advisor in the Office of
International Programs, implements the Regulatory and Technical Services component of PBS by providing training and consultative
guidance to governments and public sector research and development institutes. PBS works in specific ways to assist in the
development and implementation of effective biosafety policies and procedures, to strengthen existing capacity for conducting
scientifically sound risk assessments, to foster science-based decision making, and to encourage regional collaboration and information
exchange among stakeholders involved in biotechnology and biosafety. |

| An important task of Regulatory and Technical Services is providing partner countries with the necessary resources to
create and streamline regulatory systems. A crucial step in this process is having the required documents in place to conduct confined
field trials of genetically modified plants. One such document is Integrated Confinement System for Genetically Engineered Plants.
Created by the PBS component at the Danforth Center, this manual provides a basis for conducting and evaluating confined field trials and
is available to any country interested in conducting field trials of genetically-modified plants.
