Alex F. McCalla, Ph.D.
Professor of Agricultural
Economics, Emeritus
University of California
Alex F. McCalla is Professor of
Agricultural Economics,
Emeritus, at University of
California, Davis. Dr. McCalla
was born April 21, 1937 in
Edmonton, Alberta, Canada.
Following completion of high
school in 1954, he farmed with
his father for three years on
the family dairy and grain farm
at Bremner, Alberta. He enrolled
in the University of Alberta in
1957, graduating in 1961 with a
B.Sc. (Ag.) with high
distinction. While an
undergraduate, he was a member
of the McGoun Cup
Intercollegiate debating team
and served as President of the
Student Union in his Senior
year. He continued in a Master's
program at Alberta, receiving an
M.A. in Economics in 1963. He
completed his Ph.D. in
Agricultural Economics at the
University of Minnesota in 1966.
In September 1966, he joined the
faculty at the University of
California at Davis as an
Assistant Professor of
Agricultural Economics. He
advanced to Associate Professor
in 1969 and Professor in 1972.
In the academic year 1968 69, he
served as Associate Dean of the
Graduate Division at Davis.
Beginning July 1, 1970, he
served five years as Dean of the
College of Agricultural and
Environmental Sciences and
Associate Director for the
Agricultural Experiment Station
at Davis. He returned to full
time teaching and research in
the Department of Agricultural
Economics August 1, 1975.
During the academic year 1975
76, Dr. McCalla received a Ford
Foundation Travel and Study
Award to review food policy
research on a global basis. In
March of 1976, he transferred
his efforts to the Consultative
Group in International
Agricultural Research (CGIAR)
where he was study director of
the first review of the CGIAR
system of International
Agricultural Research Centers.
In September 1979, Dr. McCalla
assumed the role of Founding
Dean of the newly established
Graduate School of
Administration at Davis. The
Dean's responsibilities were
half time for two years during
the establishment of the School.
The first class was admitted in
the Fall of 1981 in what is now
called The Graduate School of
Management. In July 1981, Dr.
McCalla returned to full time
teaching and research in the
areas of policy and trade.
He served as the Chair of the
Technical Advisory Committee
(TAC) of the Consultative Group
on International Agricultural
Research (CGIAR) from 1988 to
1994.
In 1988 he was named a Fellow of
the American Agricultural
Economics Association. In 2000
he was honored as a Fellow of
the Canadian Agricultural
Economics Society.
He has taught micro theory,
agricultural policy,
international trade policy and
economic development. His
research interests are in
international trade in
agricultural products,
international implications of
domestic (U.S.) agricultural and
macro policy, agriculture and
economic development and world
food policy.
Major research efforts by Dr.
McCalla include (1) co authoring
a book entitled Agricultural
Policies and the World Markets
with Professor T.E. Josling of
Stanford University, published
by Macmillan Press in July of
1985; and (2) leading a
Congressionally mandated study
on Export Embargoes, Surplus
Disposal and U.S. Agriculture ,
published in December 1986.
He elected early retirement from
the University of California in
June 1994 and was appointed
Director of the Agriculture and
Natural Resources Department of
the World Bank in Washington,
D.C. effective September 12,
1994. The Department was renamed
Rural Development in July 1997
and Dr. McCalla was confirmed as
Director and Chair of the Rural
Development Sector Board. While
at the Bank he was instrumental
in revitalizing the Rural
Development agenda. A sector
strategy paper, Rural
Development: From Vision to
Action was prepared under his
leadership. He reached mandatory
retirement age in 1999 and
retired from the World Bank on
December 31,1999.
In June 1998 he was awarded the
Degree of Doctor of Science,
honoris causa , by McGill
University in Montreal, Canada.
Dr. McCalla currently serves on
several Boards of

For the Academic year 2000/2001
Dr Mc Calla was a Visiting
Scholar in the National Academy
of Sciences/National Research
Council to work with the Board
on Agriculture and Natural
Resources (BANR) to foster
stronger links between the US
Agricultural Science community
and the challenges of Rural
Poverty, Food Security and
Natural Resource Management in
the Developing Countries.
